The Three Quebec Business Immigration Options

There are three immigration programs for Quebec that you can check if you are eligible for to migrate to Quebec –

  1. Quebec Entrepreneur Program – If you are interested in coming to Quebec to establish or acquire a business
  2. Quebec Immigrant Investor Program – If you want to migrate to Quebec to participate in its economic development by making an investment
  3. Quebec Self-employed Worker Program – If you want to come to Quebec and create your own job as a self-employed professional or tradesperson

Quebec Business Immigration Programs Process

Before you head on to apply for any of the business immigration programs of Quebec, make sure you have understood the program and immigration rules and procedures.

Step 1: Preparation of the Application

The application must include the duly completed application form, schedule (for entrepreneurs only), declaration duly signed as required, narrative document and other documents in case of spouse and dependents, legible supporting documents and payment of the fee required.

Step 2: Assessment of the Application

When your file is opened, you will receive a letter with an annexure on information regarding the attestation of learning about democratic values and the Québec values. Once the processing of your application has begun, you will be sent an e-mail that would invite you to provide your attestation of learning about democratic values and the Québec values.

Step 3: Assessment/ Interview wherever applicable

Pertaining to the program that has been opted for, specific factors are to be taken care of because that would be the primary assessing points–

  • For Investor candidate – intention to settle in Quebec, managerial experience, investment agreement, net assets and proof of their source and lawful acquisition
  • For Entrepreneur/Self-Employed Worker candidate – level of education, language skills, stays in Quebec, presence of family members in Quebec, financial self-sufficiency, net assets and proof of their source and lawful acquisition, professional experience in the field where you wish to create your job in Quebec.

In addition to this, you may be asked for additional documents or an interview session to complete the assessment process.

Step 4: Outcome of the assessment

Based upon the review of your application, the counsellor may accept or reject your application. If accepted,

  • Self-employed worker and entrepreneur candidates will receive Certificat de sélection du Québec (CSQ – Québec Selection Certificate) by mail, while,
  • Investor Candidates will receive a notice of intent for permanent selection after which you will have to make a C$1.2 million investment within 110 days. Following receipt of confirmation of your investment, Certificat de sélection du Québec (Quebec Selection Certificate) will be issued by mail.

Quebec Business Immigration Programs Eligibility Requirements

Quebec Entrepreneur Program
Stream 1

  • Settle in Quebec to create and operate a business for which a service offer from a business accelerator or incubator or a university entrepreneurship centre is to be received already.
  • Present your business project as a business plan along with a service offer.
  • Obtain an attestation of learning about democratic values and the Québec values within the prescribed deadline.

Stream 2

  • Settle in Quebec to settle / acquire and operate a business
  • Make a start-up deposit at a financial institution with an establishment in Québec:
  • CAD $300,000 if you have to set up business in Montréal metropolitan area
  • CAD $200,000 for outside the Montréal metropolitan area
  • A security deposit of CAD $200,000 is required as an insurance, which will be refunded once the business plan has been carried out.
  • Minimum net worth of CAD $900,000, alone or with your spouse or de facto spouse
  • Present your business project as a business plan
  • For creating a business, 25% of its equity capital has to be owned and controlled by you and in case of acquisition, this has to be 51% of the equity capital.
  • The business has to be operational during the five years prior to your date of application

Quebec Immigrant Investor Program (Currently suspended for fresh applications):

  • Legally acquired net assets of at least CAD $ 2,000,000 of yourself or accompanying spouse or de facto spouse. The amount excludes any money received in the name of donation less than six months before the application is submitted.
  • Management experience of least two years in the five years prior to the application for selection.
  • Intention to settle in Quebec
  • Signed investment agreement with a financial intermediary (broker or trust company) authorized to participate in the Investor Program
  • A five-year term investment of C$1,200,000 with Investissement Québec – Immigrants Investisseurs Inc.
  • Alternatively, this five-year term investment can be financed by an authorised financial intermediary. Check with our office on likely costs, once the program opens.
  • Obtain an attestation of learning about democratic values and the Québec values within the prescribed deadline. Any person accompanying you must also obtain the attestation, provided spouse is 16 years and above and children 18 years of age and above.

Quebec Self-Employed Worker Program

  • Settle in Quebec to practice a profession / business activity alone or with others with / without paid help
  • CAD $50,000 as a start – up deposit if you intend to practice your trade or profession in the Montréal Metropolitan Community(MMC) and CAD $25,000 deposit outside MMC
  • Minimum net assets of C$100,000 in conjunction, if applicable, with your accompanying spouse or de facto spouse with the proof that it is acquired lawfully
  • At least two years of experience as a self-employed worker in the profession or trade you intend to practise in Québec
  • Obtain an attestation of learning about democratic values and the Québec values within the prescribed deadline. Any person accompanying you must also obtain the attestation, provided spouse is 16 years and above and children 18 years of age and above.

Quebec Business Immigration Programs Processing Time And Fees

Quebec Investor Program – The principal has to pay a fee of CAD $15,763 charged by the Quebec Government for processing immigration applications under this category. There is no specific timeline for the applications to be processed as they are dependent on numerous factors like volume, country from which the application has been received and the international context.

Quebec Entrepreneurs / Self-Employed Workers – The principal has to pay a fee of CAD $1, 099 charged by the Quebec Government for processing immigration applications under this category. The fee would be CAD $174 for Spouse or de facto spouse and CAD $174 for each dependent child. There is no specific timeline for the applications to be processed as they are dependent on numerous factors like volume, country from which the application has been received and the international context.
